I Paid For Car But Previous Owner Refuses To Hand Over The Title!

Question: I purchased a car from an individual. I have a written bill of sale. The car was still being financed by Nissan and I took out a loan from my bank to purchase the car. As I understand it, after the loan with Nissan was paid off, my bank sent them a check, they should have sent the previous owner the title. The previous owner has refused to sign the title over to me, claiming that she lost the title and has not done anything for almost two years. Is there anything I can do to put pressure on her to sign over the title?
